KUALA LUMPUR, Dec 1 — At first glance, the 0.8-hectare site in Kampung Sijangkang in Telok Panglima Garang,  Kuala Langat where red chillis planted in black polybags can be seen neatly arranged in rows, looks like an ordinary vegetable farm.
